21 And it shall come to pass in that day, I will hear, saith the LORD, I will hear the heavens, and they shall hear the earth;
22 And the earth shall hear the corn, and the wine, and the oil; and they shall hear Jezreel.
23 And I will sow her unto me in the earth; and I will have mercy upon her that had not obtained mercy; and I will say to them which were not my people, Thou art my people; and they shall say, Thou art my God.

21 “At that time I will •speak to you [answer; respond],” says the LORD.
“I will •speak to [answer; respond to] the •skies [or heavens],
and they will •give rain to [L answer; respond to] the earth.
22 The earth will •produce [L answer/respond with] grain, new wine, and oil;
•much will grow because my people are called [L and they will answer/respond to] Jezreel [C “God plants”; ].
23 I will plant •my people [L her for myself] in the land,
and I will show pity to the one I had called ‘•not shown pity [L Lo-Ruhamah; ].’
I will say, ‘You are my people’
to those I had called ‘•not my people [L Lo-Ammi; ].’
And they will say to me, ‘You are our God.’”

These are my thoughts, please share yours.
21 The Lord is our answer but He will answer us many by the time to receive His answer they will not like what they hear, Him sending them away which was what they wanted but they will regret that they wanted it. God has authority over all both the heavens and the earth.
22 The earth thinks they have the answers but only He has the true answers. The world’s answers lead to destruction.
23 The worst thing people could have done is have God no longer have mercy on them and reject them but this only comes after first rejecting Him and rejecting His mercy. Everyone will one day call Him Lord and know He is God many will do this to late.
