| Hosea 11:8-9 King James Version (KJV) 8 How shall I give thee up, Ephraim? how shall I deliver thee, Israel? how shall I make thee as Admah? how shall I set thee as Zeboim? mine heart is turned within me, my repentings are kindled together. 9 I will not execute the fierceness of mine anger, I will not return to destroy Ephraim: for I am God, and not man; the Holy One in the midst of thee: and I will not enter into the city.

These are my thoughts, please share yours.
8 God did not want to give up Israel but they didn’t want Him. God knew they would come back to Him but also loved them to not punish them but doing so was justice and God is also just.
9 God was going to save a portion, this was His mercy. God would allow Israel to rise again.
