These are my thoughts, please share yours.
10 This was promised to Abraham and was fulfilled by the time of the Exodus. They turned against God and at this point God was allowing them to be turned against Him. This does not go against eternal security because these people were born to faith but never had the faith.
11 Judah would have revival and would end up turning back to God during the exile. Israel would not remain there own those who remained true to God would later move back to Israel which now mainly the tribes Judah, Benjamin which were those of Judah, the Levites remained because they worked at the temple. This one appointed would first be done after the defeat over the Greeks during the Macabee’s time and is also today with them having a prime minister but this is ultimately fulfilled in Christ the King.
