10 Yet the number of the children of Israel shall be as the sand of the sea, which cannot be measured nor numbered; and it shall come to pass, that in the place where it was said unto them, Ye are not my people, there it shall be said unto them, Ye are the sons of the living God.
11 Then shall the children of Judah and the children of Israel be gathered together, and appoint themselves one head, and they shall come up out of the land: for great shall be the day of Jezreel.

God’s Promise to Israel

10 “But the number of the Israelites will become like the grains of sand of the sea, which no one can measure or count [Gen. 22:17; 32:12]. •They were called [or Although it was said to them; or In the place where it was said to them], ‘You are not my people,’ but later •they will be called [it will be said to them] ‘children of the living God.’ 11 The people of Judah and Israel will •join [come; be gathered] together again and will •choose [appoint] one leader for themselves. They will come up from the land, because the day of Jezreel [C “God plants/sows,” alluding here to the rebirth of the once desolate nation; see vv. 4–5; 2:22–23] will be truly great.

10 This refers to the covenant given by God to Abraham and was fulfilled by the time of the Exodus, this includes all those who were descendents of Abraham mostly the Jews but there were other groups that if they followed God would have been blessed such as Edom but they would not choose God. Israel turned from God and so God let them leave His fellowship, so they were no longer His people any more.

11 This happened during the time of the Greeks or Romans or may have yet to be done. This head refers to Christ but they would reject Him. Herod who was later a king was not even Jewish born. God did not want them to make a king but allowed them to God wanted them to just follow Him and His ways. Christ is the only King we need.
